Ireland’s State of the Environment Report 2024: A Broadly Positive Direction for Local Leadership

Ireland’s latest State of the Environment Report from the Environmental Protection Agency (EPA) highlights the significant environmental improvements made over recent decades, while recognising the essential role of local authorities in maintaining this progress. The report is clear: better monitoring, stronger data and effective implementation at local level are driving positive outcomes for communities, public health and nature. Air quality continues to improve, with harmful pollutants such as sulphur dioxide now at a fraction of historical levels. Fine particulate matter (PM2.5) and nitrogen oxide emissions are also reducing, supported by cleaner heating choices and more sustainable transport initiatives. Industrial pollution is decreasing due to improved compliance and technology, and groundwater remains of very high quality across the country, reflecting strong environmental protection measures. The quality of bathing waters also remains strong, with 97% meeting or exceeding required standards, while Ireland’s marine environment is generally clean and healthy. Positive progress on renewable energy and decarbonisation is also underway, with national emissions beginning to fall. Importantly, the report reaffirms the close link between a clean environment and population health. Protecting air, water and soundscapes is central to reducing disease risk and improving wellbeing. Local monitoring networks are increasingly recognised as vital tools for early warning, compliance, and decision-making, ensuring interventions are both timely and targeted.

Local authorities are positioned at the heart of environmental delivery in Ireland. They are responsible for implementing Clean Air Strategy actions, developing and delivering Noise Action Plans, managing catchment-based water protection, and leading the shift towards a circular economy within their areas. Every local council now has a Climate Action Plan in place, demonstrating a nationwide commitment to climate resilience and sustainable development.

The EPA stresses that real-time environmental data is vital for achieving further improvements. Better visibility of conditions on the ground allows for informed planning, more efficient investment in infrastructure, and improved public confidence. Continued expansion of monitoring networks – including air, noise, dust and water quality systems – will support local authorities as they deliver on regulatory responsibilities and protect local amenity.

Looking ahead, the report sets out national priorities that directly align with local government ambitions: stronger cross-government coordination, faster implementation of existing plans, infrastructure investment, and a clearer focus on environmental health. Where monitoring, enforcement and community engagement are aligned, Ireland is seeing meaningful environmental gains.
